In reply to your despatch of the 6th.. February, 1917, relating to the scope and effect of section 11 of Ordinance No. 22 of 1915, I have the honour to enclose
a copy of a memorandum which has been drawn up by the Attorney General.

The goods in Case No. 1 have not yet been sold. The goods in Case No. 2 were sold for $20. The goods in Cases Nos. 3 and 5 were taken into stock by the Public Works Department. As stated in the memorandum, the proceeds of the goods in Case No. 4 were paid to the shippers.

I do not propose to introduce any legislation to limit the scope of the section in question unless you think it desirable that I should do so, but the section will be applied subject to the limitations indicated in your
despatch.
